On the agenda, Nov. 13: Del Mar discusses bluffs, Escondido waste disposal rates to increase

CITY COUNCILS

CARLSBAD

The Carlsbad City Council will meet in closed session at 4:15 p.m. Tuesday to discuss litigation. In open session at 5 p.m., the council will discuss a proposal to reduce the speed limit along portions of Cadencia Street and Gateway Road. The council will also discuss whether to direct staff to drop efforts to include the site known as Lot 11 as a suitable site to relocate San Diego Gas & Electric’s North Coast Service Center.

Carlsbad is seeking applications now for some scheduled vacancies on several city panels: Parks & Recreation Commission, five vacancies; Planning Commission, three vacancies; Traffic & Mobility Commission, five scheduled vacancies. Commission members volunteer their time to study issues and policies and advise the City Council. Applicants must be Carlsbad residents who are registered to vote in the city. DEL MAR

The Del Mar City Council will meet at 4:30 p.m. Monday to discuss SANDAG bluff stabilization improvements from 15th Street south to Carmel Valley Road. A hearing will be held on setting fees for use of credit cards, debit cards and electronic funds transfer to pay for fees, services and other balances owed to the city. The council will review a plan to transition to in-person public meetings.

Del Mar is looking for volunteers to serve on the city’s advisory committees and a legislative board. Applications for these committees are due by 4:30 p.m. Friday: Design Review Board, one nonvoting member; Planning Commission, one voting member. ENCINITAS

The Encinitas City Council is scheduled to meet at 6 p.m. Wednesday to discuss safety and mobility enhancements on La Costa Avenue; adding a Homeless Solutions Manager to the Development Services Department; and the formation of a one-year community task force to evaluate the city’s infrastructure and opportunities for funding.

ESCONDIDO

The Escondido City Council will meet in closed session at 5 p.m. Wednesday to discuss labor negotiations. In open session, the council will review the annual rate adjustments for Escondido Disposal Inc. for the city’s residential and solid waste recycling. EDI is proposing an 8 percent increase, which would mean a residential increase of roughly $2.20 monthly and a $10 increase for commercial pickup. The council will also discuss having the city manager review and set parking restrictions at municipally owned lots.

OCEANSIDE

The Oceanside City Council will meet in closed session at 3:30 p.m. Wednesday to discuss litigation, labor negotiations and property negotiations. In open session at 5 p.m., the council will confirm an ordinance correcting omissions to the Local Coastal Program suggested by the California Coastal Commission. The council will also approve a $12,200 grant from the California State Library to launch the “Uke Can Do It” program, so that people who might not otherwise have the resources can experience music and learn how to play the ukulele.

POWAY

The Poway City Council is scheduled to meet at 7 p.m. Tuesday to review a request for expansion of a veterinary clinic at 14861 Pomerado Road, and a consultant agreement for operational analysis and fee study of the Poway Center for the Performing Arts.

VISTA

The Vista City Council will meet in closed session at 4 p.m. Tuesday to discuss litigation. In open session at 5:30 p.m., the council will hold a hearing on rezoning for the proposed Camino Largo development of 46 homes at 2123 Camino Largo. The council will also hear a fourth-quarter financial report. A closed session will follow to discuss property negotiations.

SCHOOL DISTRICTS

BONSALL

The Bonsall Unified School District board is scheduled to meet in closed session at 4:30 p.m. Wednesday and in open session at 6 p.m.

CARLSBAD

The Carlsbad Unified School District board will meet in closed session at 5 p.m. Wednesday to discuss litigation and student discipline. In open session at 6 p.m., the board will discuss reorganizing Pupil Services to serve a nearly 40 percent increase in student needs.

DEL MAR

The Del Mar Union School District board will meet in closed session at 5:15 p.m. Wednesday to discuss personnel and litigation. In open session at 5:45 p.m., the board will hear a report on district California Assessment of Student Performance and Progress scores.

ENCINITAS

The Encinitas Union School District board will meet in closed session at 5:15 p.m. Tuesday to discuss litigation. In open session at 6 p.m., the board will hear an update on the district’s Multi-Tiered System of Supports for students for 2022-23.

ESCONDIDO

The Escondido Union School District board will meet at 7 p.m. Thursday.

OCEANSIDE

The Oceanside Unified School District board will meet in closed session to discuss propert negotiations and labor negotiations at 5 p.m. Tuesday. In open session at 6 p.m., the board will review the proposed sale of the Garrison Elementary School property.

SAN DIEGUITO

The San Dieguito Union High School District board is scheduled to meet in closed session at 3 p.m. Thursday and in open session at 4:30 p.m.

VALLECITOS/RAINBOW

The Vallecitos School District board is scheduled to meet in closed session at 6 p.m. Wednesday and in open session afterward.

VISTA

The Vista Unified School District board is scheduled to meet in closed session at 5 p.m. Thursday and in open session at 6 p.m.
